The Commissioner of the Government convenes five members of the CEP(French/English)

Cinq membres du Conseil électoral provisoire ont été convoqués au Parquet de Port-au-Prince le jeudi 14 juillet prochain, à l’invitation du nouveau commissaire du gouvernement Sonel Jean-François, a appris HPN. Dans une lettre envoyée au CEP, le nouveau commissaire du gouvernement Sonel Jean-François a convoqué au Parquet de Port-au-Prince 5 membres du Conseil électoral provisoire dont son président, Gaillot Dorsainvil. 

Ribel Pierre, Jacques Belzin, Anténor Guerrier, Leonel Raphaël sont les autres membres du Conseil électoral invités à se rendre au tribunal le 14 juillet dans le cadre de l’enquête sur des cas de corruption et des fraudes électorale dénoncées lors des dernières élections. Corruption de fonctionnaires, concussion et association de malfaiteurs, sont les chefs d’accusation mentionnés dans la lettre d’invitation. 
Plusieurs des conseillers convoqués ne sont pas actuellement en Haïti.

Gaillot Dorsainvil, President of the Provisional Electoral Council (CEP) and the advisers Ribel Pierre, Anténor Guerrier, Leonel Raphaël have been convened for Thursday, July 14, 2011, by Me Jean-François Sonel the new Interim Commissioner of the Government, as part of the ongoing investigation on allegations of corruption and electoral fraud in recent elections.

Let us wish good luck and success to the new Interim Commissioner of the Government in his approach, given that Gaillot Dorsinvil took the habit to ignore this kind of convocation, and several of the advisers involved, are not in Haiti...

 The Mayor of Montreal met the President Michel Martelly  - by Haitilibre
As part of his mission in Port-au-Prince, Mr. Gerald Tremblay, Mayor of Montreal, met yesterday with the President Michel Martelly. On this occasion he was accompanied by Frantz Benjamin, Associate Counsel to the communities of different origins to the City of Montreal, Éric Forest, Mayor of Rimouski and President of the Union of Municipalities of Quebec, Muscadin Jean-Yves Jason the Mayor of port-au-Prince, and Jean-Louis Testud, Vice-President of Cités Unies France, which develops projects in the region of the Palmes in Haiti.

During this meeting, the partners and the Head of State have discussed of the importance of the role of local government and of the decentralization in the reconstruction of Haiti. In addition, the Mayor of Montreal presented the various cooperation activities in recent months thanks to the logistical and operational support of the City of Montreal, whose the office of support to the town hall of Port-au-Prince, and the lighting project of the parish of Saint-Jude-St-Simon. Both projects was inaugurated yesterday and have to the highest point interested the President Martelly.

"The Haitian community in Montreal is the largest diaspora in Canada. It occupies a special place for our administration and also has a role to play in the reconstruction of Haiti. Montreal will continue to support its friendly city, Port-au-Prince, in strengthening its institutional and administrative capacity. A global effort is essential to meet this common challenge, which will contribute to give back to the Haitian people a living environment safe and enjoyable" declared the Mayor of Montreal.

Recall that the Municipal Cooperation Program (MCP) Haiti/Canada benefits of a contribution of $ 7 million from the Canadian International Development Agency (CIDA) and donations in services from the city of Montreal and the members of the FCM and the UMQ, of an approximate value of 2 million.

The Martelly President assured his full cooperation in the cooperative projects undertaken by Montreal and its partners in the capital and other Haitian cities.

The UNASUR spent nearly $70 million for Haiti
South American countries spent 66.2 million dollars in aid programs in Haiti on the $100 million promised, has indicated the Union of South American Nations (UNASUR). This institution which is based in Quito [capital of Ecuador], includes Argentina, Brazil, Bolivia, Chile, Colombia, Ecuador, Guyana, Paraguay, Peru, Suriname, the Uruguay and Venezuela.

Of this amount, the governments have paid $60 million directly to Haiti or through multilateral organizations like the World Bank and the InterAmerican Development Bank (IDB). The rest was sent by the Secretariat of the UNASUR, that maintains food security projects (1) housing (2) and legal aid(3), according to Rodolfo Mattarollo, Special Representative of the UNASUR for Haiti.

Maria Emma Mejia, Secretary General of UNASUR, said she will soon propose to the member countries, the perspectives of future cooperation with Haiti and that she is currently waiting, indications from the new Haitian government.

 $3 million for housing in Léogâne

Haiti - Reconstruction : $3 million for housing in Léogâne

The Pan American Development Foundation (PADF), a cooperanting institution of the Organization of American States (OAS), received today a three-million-dollar grant from the Clinton – Bush Haiti Fund and the Caterpillar Foundation in support of the Haiti Home Repair Program in the Haitian city of Léogâne.

These funds will finance a program to repair 800 damaged multi-family homes in Léogâne, allowing 7,200 Haitians rapid and efficient access to safe and habitable housing. Furthermore, PADF with the Ministry of Public Works, will hire and train 214 Haitian engineers, masons, subcontractors and workers for the repairs. The goal is to teach them construction best practices and disaster risk reduction to ensure the safety and durability of the structures.

In a ceremony held at OAS headquarters in Washington, DC, Secretary General Insulza stated that "this collaboration with the Ministry of Public Works is an excellent example of how the OAS and PADF are strengthening the Haitian government’s capacity and helping to address Haiti's most immediate requirements for safe and secure shelter for thousands of homeless Haitians." He thanked expressly the Caterpillar Foundation for its "continuous cooperation with PADF" and the Clinton – Bush Haiti Fund for "the support and work they do in Haiti."
The Permanent Representative of Haiti to the OAS, Ambassador Duly Brutus, expressed his thankfulness and said that "this contribution is proof that despite the continuing economic crisis, many Americans still remain sensitive to the idea of demonstrating concretely their solidarity with Haiti."

 Martelly goes on the offensive 
In two-day tour in the Southeast, the President Martelly went on the offensive against the parliamentarians who are opposed to his Prime Minister-designate, Me Bernard Gousse. The Head of State urged the elected from the Group of 16 and the other parliamentarians who are opposed to the ratification of the Prime Minister, to end their maneuvers, inviting them to ratify his choice and to work with Bernard Gousse.

In Jacmel, Senator Edwin Zenny [dissident of INITE], who accompanied the Head of State, strongly attacked his colleagues, accusing them of wasting the money of the state and to want to condition the the ratification of the Prime Minister to negotiations based on personal interests.

Going in the same direction, the President Martelly, raising his voice, has reminded to the Senators and Deputies that it's him who provides their pay monthly "...Even if there is no government, I am paid, parliamentarians are paid, Mr. Gousse does not receive salary but all parliamentarians receive, [...] the population that expects the work, development, projects, do not touch, on the contrary [...]"

Taking stock of the ratification process, the President Martelly has shown a cautious optimism, saying felt an improving trend in favor of his Prime Minister "I have designated Mr. Gousse so that he receives a favorable vote, that's a step. I can say that it is difficult, but I can also say that after the work that is done, I feel an improving trend. Initially [...] when Mr. Gousse appeared, the percentage was 80% against him, now the figure is 50%. We work, we continue the consultations, we have a Commission that works, we continue to meet with the different parliamentarians, we reassure them. This is not a problem of people angry against each other that there is, It is a problem lack of confidence. It is necessary to put people in confidence so that they accept, make consensus... so that they say well the President made a lot of effort to have our confidence, so we are working with him..."

Friday the Senators and Francky Exius and Evallière Beauplan, members of the Group of 16 have again reacted to the rumors about the new dissolution of Parliament, rumors that they attribute the origin to close advisors of the President. They warn the Head of State against the consequences and the chaos that could result from such an attempt that they consider unconstitutional. "If the President Martelly tries today to dissolve the parliament, he would lead to his own fall 24 hours later" has warned the Senator Beauplan who is back in the Lavalas party after took away from the latter...
